I'm an Independent Advisor and a Microsoft user like you, and I am here to work with you on this issue. There's a few thing you can try. First it do disable the "Turn on the Set time zone automatically" feature.
On the other hand, another PC running the October Update updated the time just fine. Make sure to check the clocks on your Windows 10 PCs, just in case. Obviously Microsoft should fix the larger problem. Click the switch under it to disable it, setting it to Off. After disabling this option, click the switch again to turn it back On.

How to fix a system time, date, and time zone.
When configuring a new computer on Windows 10, the time zone will usually be Pacific. Ever realized? Like, Really! You're telling the computer to check an external time source NTP server somewhere. If nothing is configured and you're not part of a domain, it won't do much. I've seen it work A timesource usually on the internet is required.
I think the way you expect the feature to work and the way it actually works with respect to the settings window are two very different things.
Specifically, the time zone that displays in the drop-down is the last manually configured time zone and not the time zone that is actually being used currently when "Set time zone automatically" is turned on.
The corresponding registry key that stores the last manually configured time zone will be ignored if "set time zone automatically" is turned on thus why the option to set the time zone is ghosted as setting it wouldn't have any effect anyway but Windows is still storing that manual value in case you want to turn off the automatic setting and revert to the prior manual settings.
I've found Windows has a lot of settings that get stored in the registry like this such that they don't actually do anything because another setting is defined such that those settings are ignored for the same sort of reasons.
Some of our PCs were switching to Eastern time automatically and we're Central time here. Turned it off and it stopped switching to the wrong timezone. At worst it is relying on external IP, at best it is using other location settings if you have enabled them, and they are available.
So it's generally as reliable as the Geo update information for the external IPs used, which I find sucks. Ultimately another thing mostly out of my control to troubleshoot, so I tend to use sparingly. I don't want to be an excuse for a schedule issue due to timezone. I know with a new PC I set it to make sure everything is cool before I have it join the domain and let the server take care of the time from that point.
On a stand alone network residential , I always manually switch the time zone from the default. On a domain Active Directory , controlled network, the association to the domain takes care of it. I have it set for automatic on both devices I typically travel with. One is a domain joined PC and the other is not. Both update automatically whenever I travel into a different time zone. I believe this feature relies primarily on location services, which is great if you have a laptop or tablet with cellular data or GPS to rely on.
But otherwise, your location data may not be very accurate and could jump your location around a lot, or it might not even be turned on at all. In that case, this feature's going to be about as useful as a screen door on a submarine. The same problem has existed at our network. The Time Zone on DC is also correct. We now have a reminder to fix time every quarter - still no idea where the time is lagging. I usually type timedate. After that I don't usually pay attention to the time zone as long at the time is right on the computer.

To get it to update time zones, I had to force sync it, and it worked fine. I just got home, however, and the time zone will not update. I force sync it, and it goes to the time zone I just left.
